Today's primary sends two candidates to the general election — one Republican, one Democrat. The Citizens Nonpartisan Ballot adds a third seat at the table: a nominee chosen by voters who do not want a party filter between them and the ballot.

Party primaries continue exactly as they are. This adds one more path — not a replacement.

What is the Citizens Nonpartisan Ballot?

The Citizens Nonpartisan Ballot is an unofficial civic model for voter choice.

Instead of forcing voters to compare candidates through separate party ballots, it shows every candidate for each office together. Voters can compare people, records, service, character, and ideas in one place.

One voter.

One ballot.

One choice per office.

The candidate who wins the Citizens Nonpartisan Ballot advances to the general election alongside the Republican and Democratic nominees. Wyoming voters then choose from all three.

This is not an official election yet. It is a public education and survey project designed to show what voter choice could look like — and to build the case for making it law.

I met a Wyoming voter who stopped registering because the current primary system did not allow support for preferred candidates across party lines.

That should make us pause.

Many Wyoming voters do not think only by party. We know candidates as neighbors, veterans, workers, business owners, parents, public servants, and community members. We may believe the best person for one office appears on one ballot and the best person for another office appears on another ballot.

The current system can force voters into one lane. The Citizens Nonpartisan Ballot asks a better question:

Who has earned our trust for each office?

This idea does not take away party ballots.

Voters who want to choose a party ballot should be able to do so. Parties should remain free to organize, endorse, recruit, support, and speak.

The Republican primary still produces one Republican nominee. The Democratic primary still produces one Democratic nominee. The Citizens Nonpartisan Ballot produces one more.

The Citizens Nonpartisan Ballot simply adds another path for voters who choose candidates by character, service, judgment, and trust.

What we are building

Through The Integrity Project: People's Primary, we can build the public model now.

We can:

  • List every candidate by office
  • Let voters compare candidates side by side
  • Ask voters who they would choose if every candidate appeared together
  • Collect voter stories
  • Publish transparent survey results
  • Use the results to support future legislative reform

This is how we move from complaint to construction.

The long-term goal is the Wyoming Voter Choice Primary Act — legislation that adds the Citizens Nonpartisan Ballot as a third official primary track.

The winner advances to the general election, the same way Republican and Democratic primary winners do today.

A voter would choose one ballot. Party voters choose the Republican or Democratic primary. Voters who want to compare across party lines choose the Citizens Nonpartisan Ballot. Every ballot produces one nominee who competes in the general election.

Important

The Citizens Nonpartisan Ballot and The Integrity Project: People's Primary are not official elections and do not replace the official Wyoming primary. Official voting must be done through Wyoming's lawful election process and county clerks.

This project is an unofficial civic survey and voter education effort.
